This could be a controller unplugging, a sound device sleeping or your Smart TV getting switched on and causing you to drop serious frames.

In this case, make sure to turn Vsync off in the game *and* force Vsync off in the drivers. Your game reports stable 60fps, but it actually feels like 30fps and frames seem to get skipped. The *constant* stuttering issue, like described in this thread, is mostly due to Vsync or some other forms of it. Doesn't matter if AMD / Intel CPU or Nvidia / AMD GPU. From what I can tell so far: some problems exist across all systems, including Windows 7 / 8.1 / 10. I'm very active in the offline Tekken scene and played long sessions (12+ hours per day) on diverse high-end, aswell as potato systems.
